water mitigation vs restoration 12

I've been looking into how we handle water issues, and there's a big difference between mitigation and restoration. Mitigation is about preventing damage before it happens, like building levees or creating retention ponds to control runoff. Restoration, though, is fixing the damage that's already done, like replanting riparian buffers or removing invasive species from a degraded wetland. Both are important, but they're actually different approaches to the same problem.
